Rideau Lakes committee advances roads, infrastructure and planning items

Winter maintenance, service delivery and development updates reviewed by Rideau Lakes council

CHANTRY — Several infrastructure, roads and planning related items were reviewed at the Rideau Lakes Township at the Jan. 12 committee of the whole meeting, with council advancing recommendations ranging from winter road operations and long term service delivery to accessibility improvements and development trends.

The meeting focused on operational updates and information reports, with no immediate financial impacts to the township identified in most cases.

Chaffey’s Lock hall ramp roof recommended

Committee recommended approval of a steel frame and metal roof cover over the existing accessibility ramp at the Chaffey’s Lock Community Hall.

The proposed roof would measure 29 feet long and 49 inches wide and would be constructed of stainless steel with a metal roof. Drawings were prepared by DKS Design Inc.

Under the township’s lease agreement with the Chaffey’s Lock and Heritage Society, council approval is required before planning and building permit applications can proceed.

The quoted cost of $13,380 for materials and labour will be paid entirely by the tenant, which will also cover the cost of the building permit. No township funds are involved.

Roads progress report highlights busy winter season

Rideau Lakes council received the Roads Progress Report outlining the completion of all 2025 capital projects and a demanding start to the winter maintenance season.

Manager of Roads and Drainage Dan Chant reported that three single axle trucks leased through Miller Paving were placed into service on Dec. 23 to temporarily replace tandem plow trucks damaged in a fire at the Crosby MTO garage. The lease is for three months, with the option to extend if required.

Staff declared a Significant Weather Event on Dec. 28 during an ice storm affecting the region through Dec. 29, lifting the declaration on the morning of Dec. 30. Declaring a significant weather event under Ontario’s Municipal Act allows municipalities to prioritize critical routes during extreme conditions and provides legal protection related to minimum maintenance standards.

Sand domes are expected to be refilled this month, with staff anticipating sufficient material to last the remainder of the winter.

Council members thanked Chant and roads staff for their work managing winter conditions during recent severe weather events.

Roads service delivery review revived

Committee also recommended that council reaffirm the 2023 Roads Department Service Delivery Review by Dillon Consulting as a valid foundation for modernizing roads operations.

The consultant report, funded through the province’s Municipal Modernization Program, identified a need to move toward results based planning, improved data tracking and stronger performance measurement.

Staff reported that several recommendations have already been implemented, including the establishment of a Winter Control Reserve Fund, (more than $180,000 in this fund now), the use of GPS based tracking for winter operations, lifecycle planning for fleet and equipment, and expanded training and succession planning for roads staff.

Staff will proceed with a phased implementation of remaining recommendations and to report back annually on progress, budget impacts and performance outcomes.

Speed limit review requested for County Road One

Council has recommended that the United Counties of Leeds and Grenville review the posted speed limit on County Road 1, with a request to reduce it to 60 km/h from approximately 200 metres south of Coville Building Supply to the Rideau Ferry Bridge.

The recommendation follows a request from a local resident and a staff review of traffic conditions along the corridor. Staff concluded the reduction would address safety concerns while limiting the change to a defined section of roadway.

There are no direct financial implications for the township.

Development activity cools in 2025

Committee also received a fourth quarter update from the Development Services Department showing a slowdown in construction activity and permit revenue in 2025.

According to the report, the township issued 327 building permits in 2025, comparable to 323 permits in 2024, but total construction value declined to $20.4 million, down from $33.9 million the previous year.

Permit fee revenue also fell, from $611,521 in 2024 to $448,902 in 2025.

Staff noted that development levels remain below the peak years of 2021 and 2022, when construction values exceeded $37 million, reflecting a broader cooling following pandemic era growth. The report was received for information.
