Jasper man in custody on animal cruelty charges after 4 dead dogs discovered

A Jasper man has been charged with animal cruelty and drug-related offences following an Ottawa police investigation that began in January.

Police began investigating Andy Jay Ali, 34, after a veterinarian clinic reported concerns to Animal Welfare Services. The investigation later uncovered additional concerns from other veterinary clinics.

Animal Welfare Services had previously seized an animal from Ali in October 2024.

On Feb. 21, officers executed a search warrant at Ali’s residence with support from the Ottawa Police tactical unit, drug unit, Ontario Provincial Police and the Provincial Animal Welfare Service. Ali was taken into custody without incident.

Inside the home, officers found four deceased dogs and one dog showing signs of neglect and abuse. Police also seized drugs, drug paraphernalia and Canadian currency.

Ali is charged with:

  • Four counts of wilfully causing unnecessary pain and suffering to an animal.
  • One count of failing to comply with a release order.
  • One count of possession of property obtained by crime under $5,000.
  • Six counts of possession of a Schedule I substance for trafficking.
  • One count of possession of a Schedule III substance for trafficking.

He appeared in court on Feb. 24 and remains in custody until his next court date.
